Business Development Director


The successful candidate will be able to give vision to the Business Development Division. Responsibilities will include:

Managing – Homestore, MWBE, EAC

Coaching – Business Counselor, Homestore Counselor, Program Coordinators





  1. Provide direction, training and supervision to all program employees and support personnel.
  2. Monitor the program’s progress toward goals and assist in the development plans of corrective action plan.
  3. Maintain and submit required documentation to supervisor in a timely manner to ensure deadlines are met and to     ensure effective program operation.
  4. Complete monthly, quarterly and annual reports as required.
  5. Attend/support Urban League of Rochester events and fund raising functions.
  6. Positively represent the programs and the Urban League in the community.
  7. Perform such duties as supervisor may assign.



  1. Plan, develop and provide oversight to the NYS Entrepreneurial Assistance Program.
  2. Conduct outreach and recruitment efforts, including program orientations and community presentations.
  3. Design, develop and produce additional outreach and business planning information as needed.
  4. Provide one-on-one technical assistance and consulting services to new and existing businesses.
  5. Plan and coordinate group and individual trainings for minority and/or women business owners interested in expanding their businesses and those interested in starting a business.
  6. Develop appropriate trainings and resources for program participants.  Update materials as needed.
  7. Complete and maintain program files, records and reports to track and assure successful program outcomes.
  8. Create, develop and work with PPR&E to obtain new funding sources.
  9. Participate in additional training as required for effective program operation.
  10. Provide information on construction projects open to bid to contractor clients in a timely manner via fax, telephone, e-mail and in-person consultations.
  11. Work with consultants to coordinate activities, appointments and submission of consultant’s billings.
  12. Maintain appropriate communication and interaction with partner businesses and agencies, consultants, funders, clients, government entities and other technical advisors.
  13. Attend community functions to support and advertise services.
  14. Attend Small Business Administration meetings with partner organizations as needed.



  1. Work with income eligible buyers from initial counseling to closing (“case management approach”).
  2. Pre-screen program applicants (initial phone contact) written applications'
  3. Counsel buyers on a one-on-one basis and provide follow-up assistance as needed for the purchase of homes.
  4. Make referrals to bank programs.
  5. Screen potential buyers for income eligibility and compile the appropriate documentation.
  6. Work with buyers to identify appropriate programs and property.
  7. Track individual buyers through the purchase process as needed, lender referrals, full file documentation.
  8. Qualify buyers and prepare purchase contracts for selected city housing programs.
  9. Represent Home Store/ULR at property closings, prepare paperwork and financial calculations to determine eligibility.
  10. Plan, organize and coordinate financial education workshops.
  11. Perform outside community presentations on a monthly basis.




  •  Bachelor’s degree in Business Administration, Business Development, Public Administration, Communications.
  • 6 months Housing Counseling required.
  • Knowledge and familiarity with residential real estate documents and transactions preferred.
  • Familiarity with local lenders and city programs.
  • Knowledge of available community resources.
  • Experience in housing, business accounting, developing business plans and marketing plans.
  • Knowledge about business structures.
  • Competency with social media.
  • Competency with Microsoft Office, including Word, Excel, Access and PowerPoint, MLS.
  • Must be detail oriented.
  • Must be customer service oriented and a team player.
  • Ability to relate to, communicate with and work with a diverse population and understand the issues relating to such population.
  • Excellent interpersonal, written and oral communication with problem-solving skills.
  • Supervisory Experience.
  • Ability to work evenings and weekends when required.
  • Reliable transportation.
