Sr. Program Director-Workforce Development


Within the boundaries of federal, state, local, and agency regulations, the Sr. Program Director oversees the planning, development and implementation of Workforce Development programs for individuals ages 14 to 24.



Under the supervision of the VP Program Planning the Sr. Program Director will:

  1. Assist, support, and work closely with Workforce Development Programs to ensure that required program outcome goals are met.
  2. Provide weekly supervision meetings for Program Directors.
  3. Coordinate and monitor the progress and quality of work of each program to ensure that contractual goals are met.  Develop plans for corrective action when needed.
  4. Develop strong community support and collaborative partnerships.
  5. Build and maintain effective working relations and linkages with community and educational and training organizations; employers; and city, state, county and federal agencies.
  6. Maintain appropriate communication and interaction with partner organizations.
  7. Provide hands on job readiness training as needed.
  8. Represent the League and programs within the community and with funders.
  9. Supervise program staff and monitor and evaluate the job performance of each team member in the program
  10. Monitor program budgets
  11. Assist program employees with provision of direct services.
  12. Design program and organizational structure; plan and coordinate development of program components to ensure quality and integration.
  13. Oversee the preparation and regular submission of all reports necessary for management and funding sources.
  14. Recruit and interview candidates for positions within the program and make recommendations on personnel decisions to the Director of Human Resources.
  15. Maintain and submit required documentation to the VP Program Planning in a timely manner to ensure deadlines are met and ensure effective program operation.
  16. Complete records and reports to track and assure successful program outcomes.
  17. Participate in training and orientation as required and approved by the VP Program Planning for effective program operation.
  18. Recommend program planning activities, including the development of new programs and funding proposals.
  19. In collaboration with the Program Planning, Research and Evaluation Department, search for funding opportunities and raise program funds from public and private funding sources.
  20. Attend the regularly scheduled staff meetings of the various Divisions within the agency.
  21. Provide group training in the areas of supervision, program implementation, and program evaluation.
  22. Perform such duties as the supervisor may assign.
  23. Attend all Urban Leagues of Rochester events and fund raising functions.



  • Master’s Degree in Business, Public Administration, Education, Human Services or related field and three (3) to five (5) years of increasingly responsible experience in governmental and/or private employment and training programs, with three (3) to five (5) years in administrative and supervisory capacity.  OR an equivalent combination of experience, education and training which provides the desired knowledge, skills and abilities. 
  • Broad knowledge of public and private sector employment needs and inter-governmental relationships.
  • Ability to conduct program research relative to local labor market and demographic statistics
  • Excellent organizational, interpersonal, and oral and written communication and skills
  • Proven track record of successfully managing human service programs
  • A strong commitment to the mission of the Urban League of Rochester and the ability to work with diverse constituencies
  • Ability to evaluate the Workforce Development Division’s program effectiveness.  Reviews and evaluates staff performance and program services provided and links to maximize service coordination to prevent duplication of effort and service.
  • Competency with Microsoft Office including Access, Excel, and Word and ability to produce required quantitative and qualitative reports.
  • Ability to relate well with others and a team player with a positive attitude
  • Must be able to tolerate and handle stressful situations in a calm and professional manner
  • Must be customer service oriented
  • Ability to relate, communicate, and work with a diverse population and understand the issues relevant to such population.
  • Ability to work evenings and weekends, when required.
  • Able to provide own transportation.  Valid New York State Driver’s License with clean abstract.
