Workforce Development Programs


Project BEAM serves adults ages 25 and older who have previously been incarcerated or under the supervision of the justice system, veterans have priority enrollment, and reside in the City of Rochester (individuals outside of Rochester may be eligible if they are low income.)  The goal of the program is to help adults re-enter society by addressing their personal and professional barriers and helping them attain employment skills required to enter in-demand occupations. 

Project Steps To Success serves individuals ages 18-24 who are currently or have been involved in the justice system.  The program seeks to prepare its participants for successful careers (in the areas of construction, healthcare, food service, and advanced manufacturing) while equipping them with new skills and abilities required to compete in today’s economy.

Second Chance for Young Fathers serves young fathers ages 16-24 successfully transition back to their family and communities.  Program Components include intensive mentoring, comprehensive case management, occupational skill training, academic instruction, responsible fatherhood activities and restorative justice projects.

Urban Apprenticeship Jobs Program focuses on creating registered apprenticeships in apprenticeable trades with primary focus on building, repairing and servicing the nation's wireless infrastructure.  The goal of the program is to increase diversity and inclusion in apprenticeships for underrepresented individuals in the Greater Rochester region.

YouthBuild Rochester serves disadvantaged high school dropouts ages 18 to 24.  The goals of the program are for participants to obtain a high school equivalency diploma and/or industry recognized certificate; increase literacy and numeracy; and employment or enrollment in post-secondary education.

YouthBuild Navigator provides guidance and assistance to out-of-school youth ages 16-24 to achieve academic and employment success. The program assists in removing barriers to achievement and provides opportunities for training, career exploration, work experience, and employment.
