Community Advancing Recommendations Team (CART) Guidance

CART Charge

CARTs are community-led groups established by the Urban League of Rochester (ULR) to work specifically on recommendations from the RASE Commission’s report. CARTs exist under the umbrella of the RASE Partnership established between the City of Rochester, County of Monroe, Rochester City School District, and Urban League of Rochester, and are charged to:

  • Identify and parse recommendations within the authority of the: city, county, RCSD, agencies, community, etc.

  • Monitor the timeliness of implementation of the recommendations

  • Establish a process for reporting progress to the community

  • Assist with advocacy efforts at the state and federal level

  • Organize public response to recommendations in need of community support

CART facilitators ensure the CARTs’ work is organized, productive, and progressive.

  • Review and be knowledgeable of RASE recommendations for specific sector

  • CART meeting cadence

  • Ensure consistency of messaging between RASE Partnership and CART members

  • Maintain focus on recommendations outlined in the report

  • Ensure CART members understand that new recommendations will not be advanced at this stage

  • Identify and invite other individuals/organizations not already engaged who should be part of the conversation (countywide school board members, hospital leadership, countywide law enforcement, affinity groups, etc.)

  • Develop measurable outcomes for progress

  • Provide timelines for activities and actions

  • Provide regular status updates to ULR RASE Partnership

  • Ensure timeliness of meeting notes for RASE website submission

  • Attend periodic meetings with ULR RASE Partnership to discuss progress, concerns, needed supports, etc.

  • Maintain a positive, open environment where all members feel free to participate and are heard

CART members fully participate in the meetings and work toward openness, consensus building and progress.

  • Review and be knowledgeable about RASE recommendations for specific sector

  • Maintain focus on recommendations as outlined in the report

  • Understand new recommendations will not be advanced at this stage

  • Identify up to three quick win recommendations from the report that have not yet moved forward

  • Assist with creation of timeline for activities, actions, and measurable goals

  • Make recommendations of other individuals who should be part of the conversation

ULR team members participate on relevant CART committees and act as liaisons to facilitators and ULR RASE Partnership staff:

· Assist facilitators with scribing, scheduling meetings, tracking notes, etc.

· Provide context and feedback to CART members to help maintain focus on scope of work, as needed

· Be proactive in making ULR RASE Partnership staff aware of any concerns that may prevent the successful completion of CART activities

Acknowledgment:

CARTs function under the authority of the ULR. CARTs allow access for community members to participate in a collaborative process to build consensus toward recommendation implementation.

We expect all CART members to conduct themselves in a manner that is respectful to, and inclusive of, all members, partners and staff. CART members should hold themselves and each other accountable to maintaining these standards.

CART members may not utilize names, logos, or images related to RASE, CART or any RASE Partnership entity without the expressed consent of the RASE Partnership.

ULR reserves the right to add, remove or adjust CART committees and/or members as needed to maintain the work of RASE and move toward implementation of recommendations.

Recognition of CART member contributions will be highlighted annually as the RASE Commission reports progress to the Rochester community. Members’ names will be listed on the ULR website and in publications related to CART committees. Please let us know if you prefer to remain anonymous.
